It’s not irony, it was painted as a joke. Did you not realize that?

james: actually, by definition, it actually is irony. The fake hotline suggests that there is a group out there that will remove graffiti while there is graffiti over the hotline itself, obscuring it. At the same time, the fact that the message itself IS graffiti is also ironic.
