A Santa Ana man is suing Huntington Beach for $25 million claiming that helicopters and planes are following him, according to city documents. The 57 year old Michael Lucchese filed the claims against the city on Monday saying he is under “constant surveillance” by aircrafts that have been following him for about 20 times a since June 2009, The OC Register reported.
He claims the harassment has caused him distress and even to the point of ending his relationships. Lucchese who currently lives in Santa Ana said “Mentally and physical work has become almost impossible due to the emotional stress.” The man who now lives in Santa Ana claims the surveillance started when he lived in Huntington Beach.

Huntington Beach police Lt. Russell Reinhart said that they have spoken to Lucchese last year regarding his concerns and his recent filing is without merit. ”Last year when he described the helicopter that was following him, he described it as green with a big yellow star on the side. Our helicopter is blue with a white stripe and a badge,” Reinhart said.
Lucchese said he hired two private investigators to document the surveillance activity. A report by one of the private investigators, Thomas Gleim included statements from five witnesses about the aircrafts and helicopters. The private investigators who are also backing up Lucchese’s claim said in an interview that the surveillance had “consumed” his life.
Westminster investigators said it is unclear whether police or any governmental agencies are targeting Mr Lucchese. They recommended he install surveillance cameras to monitor air traffic and that a long term investigation may be necessary.
